The Master of Political Science and Law is an interdisciplinary postgraduate program designed to equip political leaders, policymakers, and legal professionals with the intellectual and legal competence to govern with integrity, accountability, and the rule of law.
 
Core Purpose 
To provide intelligence-based knowledge to politicians and public officials, while grounding them in legal studies. The program bridges Political Government and Legal Government by training leaders to make decisions that are politically sound, constitutionally compliant, and legally defensible.

1. Intelligence for Governance: Political theory, public policy analysis, strategic decision-making, conflict resolution, and governance systems to sharpen political judgment and foresight.
2. Legal Studies and Constitutionalism: Constitutional law, administrative law, human rights law, international law, and legislative drafting to ensure all governance is anchored in law.
3. Transition to Legal Government: Examines the shift from politics-driven rule to law-driven rule. Students study accountability mechanisms, separation of powers, judicial review, anti-corruption frameworks, and legal limits on executive power.
4. Law, Politics and Public Interest: How law constrains political discretion, protects citizens’ rights, and promotes institutional stability. Includes case studies on democratic consolidation and state-building.

Course Objective for POL 9001 Advanced Policy Theory and Processes

This module aims to equip doctoral students with advanced theoretical and analytical tools to understand how public policy is formulated, changed, and implemented. By the end of the course, students will be able to critically examine the foundations of policy analysis, evaluate major theoretical frameworks of policy change such as Multiple Streams, Advocacy Coalition, and Punctuated Equilibrium, and analyze the role of institutions, networks, and actors in shaping policy outcomes.

The module emphasizes developing policy that is lawful to the social context, which will help with the transition from political government to legal government. It also focuses on applying these theories to African and SADC contexts to strengthen students’ capacity for rigorous policy research and advisory work
